 The Texas Senate debated a resolution by Senator Tommy Williams to change the rules by which the chamber is governed, causing a ruckus among the members as to what rules are in order and how will they change in the future. Lt. Governor David Dewhurst and Parliamentarian Karina Davis address numerous senators who approached the dais with concerns about the rules including Mario Gallegas, Eliot Shapleigh, Leticia Van de Putte, Steve Ogden and others.

Senator Leticia Van de Putte, here looking at her senate rule book, gave an impassioned speech about why the senate is bickering over rule changes on their first day of business when they should be concentrating on more pertinent issues on the senate floor.

 Lt. Governor David Dewhurst has an exchange with Senator Eliot Shapleigh on the floor after caucus meetings resolved little differences. On the first full day of the 81st Legislature there was more posturing than real business, but look for things to pick up with committee assignments forthcoming.
